This little guy is wearing a cap, overalls and a scarf. He is holding a wrench and an oil can. This was my grandmother's and she signed on bottom with black marker and also altered it. I'm not sure what kind of paint she used. Shorty on the shoes was my uncles nickname. She grew up in the age of black and white and was always coloring something. I don't know what is original to this toy.
